CRIT state when total memory is reduced

We have noticed that in some circumstances a completely broken server memory is not detected by management boards.
Sometimes they are simply gone.
The only indication is a reduced total amount of memory.
This should be flagged as critical, similar to changes in network interface speeds.

To make sure we fully understand your idea, it is about the ability to get a CRIT on the Memory service when the total memory goes down, as that would indicate a problem with the server memory? I adjusted the title of the idea to become a bit more descriptive, let me know if that is okay for you.
