Restrict the permission to create notifications on specific folders

It should be possible to create notifications only for hosts located in folders to which the user is also authorized.
In other words, it should not only be possible to create notifications globally, it should also be possible to limit the permission to create notifications for the hosts to the contact group of the folders.

(The permissions "Read and Write Access to all hosts and Folders should also apply to notifications", Theoretically, the notifications.mk should be able to be created not only globally, but also on folder level.)
