AgentUpdater: Allow waves of updating

In our enviroment we use update waves, to decide if an update is good.

We use the same approach.
We disable the Bakery before an update and after update we enable it folder by folder where we have a folder per country.
Mainly you have the following filter to enable Bakery:

Match site
Match folders
Match Host Tags
Match Host Groups
Match only the following hosts
Exclude the following hosts

I dont need anything else so far. Feel free to discuss with me in the forum

At the moment we have the problem that we cannot separate cleanly between the different OS, we would like to map e.g. the following:
- tag os_linux AND tag servicelevel_silver -> update
- tag os_windows -> update
- tag os_solaris -> no update

At the moment you can only select one tag at a time, which is a bit too inflexible.
It would be nice to make the whole rulebased, as in the rest of Checkmk.
