Make filter customizable

Let people create their own "filter views" with certain filter options preset (e.g. I always need the hostname filter and have to manually add it every time, never use the WATO folder filter), which they then can make public and overwrite the standard filter view with.

Views can already be edited and overwrite the builtin views.

@Robert Sander .. But I'm not talking about the regular views (Where you can change the displayed columns and sort the content differently).. I'm talking about being able to save a view with specific filters already in place.. something I can currently only save as a bookmark. I can't make it available publicly to all my users.
