The permission 'Manage All Scheduled Reports', controls two functions according to the help text:
"Allows a user to modify scheduled reports of other users and also to specify arbitrary Email addresses as report destination."
Can you please split this permission into two, so they can be controlled individually:
"Allows a user to modify scheduled reports of other users "
"Allows a user to specify arbitrary Email addresses as report destination "
