New structure of permissions in Agent Bakery

The permissions available in the agent bakery have some limitation and do not allow a full granular control. Please change the permissions as follows:
* "agents" base permission, grants access
* "sign_agents" and "bake_agents" grant access to exactly these functions, without a need for the permission for "agent_deployment"
* "agent_deployment" controls access to the agent_deployment page and enables limitation to the host/folders page
* A new permission "agent_signing_keys" enables create/edit of agent signing keys.
