Add better handling of inventory during the "simulation mode"

The simulation mode is often used as an option, to clone an instance and test the update or other changes. Currently, the simulation mode has the limitation: The inventory is not compatible with this mode and gets still triggered.

To be able to use the simulation mode even if the hardware/software inventory is activated, it needs to be extended.
