Setup: make rule lists filterable by folder again

In versions prior to 2.0.0 it was possible to filter a list of rules in the Setup by a folder. That way you could focus on a small set of rules to edit. This filter is gone in 2.0.0.
For example, we have 276 HTTP check rules at the moment, and over 500 of type "disabled services".
Working with such huge web pages is a huge hassle. It takes several seconds to load & render the page, slowing things down a LOT when having to implement multiple changes. It makes using the browser's search function much less useful as there are tons of hits that are completely irrelevant
to my task at hand.
