Allow predefined filter in dashboards/views to enable users to filter faster and more effectively

Currently, it is possible to specify which filter to show in a dashboard when opening the filter menu. This already allows providing only useful filters to a user on default. Still, the user may need to change several filters, to switch to another useful context.

To avoid this problem, a Checkmk administrator could provide a set of predefined filters (like the predefined conditions for the rule configuration) to enable a fast, reliable context switch. This is not only useful

Portal clean-up: Kept open even though there were not any recent upvotes. But we also want to build this very much and it has quite some upvotes, thus we leave it open :-)
