Merge the functionality of "Notes URL" and "Custom icons&actions"

Both rule sets provide functionality for different use cases and share a lot of functionality at the same time.
To be able to use all potentially shared functionality in both rule sets, they should be aligned to each other and only differ in their specific use case functionality.
