Allow notifications without a user context

Currently, each notification is expecting a user context. This is either given by a contact group and its members or through a specific assignment of a user/an email address.
Anyway, some notification scripts contact an endpoint, that is not expecting a user. One example would be an ITSM tool, for which the notification script creates issues.
To handle such use cases, it's necessary to be able to configuring a notification rule and allow "no contact selection".
