Notifications: Show per service each notification rule definition with all parameters for all users

Our customers ask every week what are the notification definitions for service x or y. Hence it would be perfect if the user is able to see the notification definitions per service.
Currently only admins can see the notification rule definitions but these are in rules (for the admins) and not visible at each service.
