MSSQL Parent Check & Database Discovery Rule

I'd like to see the mssql checks to get in stale status when a database connection can't be established with the current user, (maybe because the database is offline) similar to the oracle checks.

Also it would be nice to have a discovery rule for Databases e.g. to define if you want to discover Offline Databases or not.
