EC: Reset Hit Counter per Rule / RulePack

Currently, you can only reset the hit counter for EC rules globally for all EC rules on all sites at once.

If you make changes to EC rules or if you want to see if a rule still gets some hits, it would be helpful to be able to reset the hit counter individually for one or more EC rules.

This would help to see the effect of a change more quickly. Especially if you can see the effect only after a certain period of time.
