Set graph of errors of an interface to %

If you have errors on an interface, it's in % in the service description but the service graph is in x/s, which is not convenient. It would be nice to have the service graph in %.

The metric is a rate in pck/s. If (and only if) the service knows the speed of the interface, a percentual value can get calculated and be displayed in the service summary, so this is not always possible at all...

@Marsellus Wallace Most of the time, it does know the speed of the interface. Also, the percentage is already shown in the service summary, but not in the graph.
