Add comments for hosts and services via REST-API

It would be very useful to have the ability to add comments to hosts and services via the REST-API. One use case may be to indicate that there is a planned changed for a host by storing the change id or a link to the change in a changemanagement tool within a comment to that host. This comment should be set by a third party product using the REST-API. Up till now this is only possible by using a live status call. But for third party tools running on a different platform it is not straight forward because of the live status encryption. Using the REST-API would be a much easier approach.

In our case we need that add comment possibility to add a comment like:
1. host deployment
2. host update any kind of parameters
3. host deletion
We have to, caused by law.
