Setup configuration of Citrix State

Currently, we only have Setup control of RegistrationState values but would like to add the remaining state information (maintenancemode, powerstate, vmtoolsstate, and faultstate) as user-configurable parameters.
It looks like someone already submitted a patch to do so back in 1.4/1.5 so integrating into the codebase would hopefully be easy:
