Enable transfer of generic agents to distributed sites via config or API

Problem with new hosts in distributed setting.

There is an API endpoint to download the latest generic package.
/api/1.0/domain-types/agent/actions/download_by_host/invoke?os_type=linux_rpm&agent_type=generic

enable to run this against a remote site which grabs the current generic agent from the central bakery and provides it to the new host, caches it until a new generic is baked.

OR every time the generic agents gets re-baked, they are transfered to all accessible remote sites
- in global settings where you can set "distribute generic agents to remote sites" with a selection of rpm, deb, msi, etc and which site should get what
and / or per-site config under distributed monitoring

OR via an extra button "distribute generic agents"

i hope eventually the API endpoint for the generic agent download will work on the remote sites, just as the agent updater already does, it would save a lot of headache.
1000 chars is way to little for a feature request.
