user_icons_and_actions in REST API

We were able to automate anything (important) we needed.
However!!! That one is missing
~/etc/check_mk/multisite.d/wato/global.mk
However user_icons_and_actions are not available. This is especially painful because we have rules (that crash) if the entry is not there.
